The Bureau of Reclamation (BOR) serves as the federal custodian of the Central Valley Project (CVP), managing the massive network of dams, power plants, and canals that sustain California's agricultural economy. The Mechanism of "Abandonment"

A unique aspect of the BOR’s relationship with local districts like the Oakdale Irrigation District (OID) is the formal process of water "abandonment." To facilitate the transfer of water to out-of-basin contractors, the BOR coordinates the release of water at the Goodwin Dam.

  • Contract Renewals: These agreements, such as those seen in the Mapes Ranch service area, are frequently extended (e.g., the 2023-2025 extension) to ensure continued delivery of CVP water to agricultural hubs.
